Each MPO has a policy board that is generally comprised of chief elected officials who represent different parts of the region served by the MPO. The primary governing body of the S/W MPO is the Council. As outlined in the agency bylaws, the Council consists of eleven (11) members, nine (9) of which are voting members and the remaining two are non-voting members.
The voting constituency of the Council is comprised of representatives from the following governments and agencies:
- Maryland Department of Transportation (MDOT);
- Wicomico County (three positions);
- City of Salisbury (two positions);
- City of Fruitland;
- Town of Delmar, Maryland; and
- Tri-County Council for the Lower Eastern Shore of Maryland
The non-voting membership of the Council consists of two members representing the following agencies:
- Delaware Department of Transportation (DelDOT); and
- Town of Delmar, Delaware
The Council meets on an as-needed basis to act on items of regional significance pertaining to transportation issues within the MPO study area. The representatives of the local governments are designated by the local government entities, while the representatives of MDOT and DelDOT are designated by their respective agencies.

| TECHNICAL ADVISORY COMMITTEE |

The S/W MPO Council has established a Technical Advisory Committee (TAC) comprised of technical representatives such as planners and engineers to provide technical expertise and develop recommendations to assist the Council. Typical duties of the TAC include reviewing and recommending revisions to the planning process, data collection, forecasts, the Long-Range Transportation Plan (LRTP), the Transportation Improvement Program (TIP), and the United Planning Work Program (UPWP). The TAC consists of representatives from a number of agencies, which includes representatives from the following entities:
- Maryland Department of Transportation (MDOT);
- Maryland Department of Planning (MDP);
- Wicomico County Department of Public Works;
- City of Salisbury Public Works;
- City of Salisbury Transportation and Safety Advisory Committee;
- City of Fruitland;
- Town of Delmar (MD and DE);
- Tri-County Council for the Lower Eastern Shore;
- Shore Transit
- City of Salisbury Chamber of Commerce Transportation Subcommittee;
- Ocean City/Wicomic County Airport Authority;
- Delmarva Water Transportation Advisory Committee;
- Salisbury/Wicomico Planning Commission;
- Salisbury/Wicomico Dept. of Planning, Zoning & Community Development;
- Salisbury University; and
- Sussex County Planning Department
Ex-Officio members include:
- Federal Highway Administration (FHWA);
- Federal Transit Authority (FTA);
- Maryland Transit Authority (MTA)
- Maryland State Highway Administration (SHA); and
- Delaware Department of Transportation (DelDOT)

| The S/W MPO staff consists of personnel from the Salisbury-Wicomico Department of Planning, Zoning & Community Development. The Staff manages the operations of the MPO as directed by the Council and recommendations of the TAC, and coordinates all planning projects and activities identified by the Council. The Staff also acts as a local liasion to the State and Federal agencies involved in transportation planning within the MPO. |
