S/WMPO Technical Advisory Committee (TAC) Meeting -
The next scheduled meeting of the S/WMPO TAC is Tuesday, July 23, 2019, commencing at 10:30 AM. The meeting location and agenda will be posted at least 14-days in advance of the event.

S/WMPO Council Meeting -
The S/WMPO Council will meet on Wednesday, August 14, 2019 at Seaford City Hall located on 414 High Street, Seaford, DE. The meeting will commence at 1:00 PM. The meeting agenda will be posted 14-days in advance of the event.

The public is encouraged to attend these open meetings to learn about transportation planning activities occurring in the region. Information about upcoming meeting dates, as well as meeting materials are posted on the website. Other Meetings

Maryland State Highway Administration (SHA) - At this time, SHA District 1 has no public meetings scheduled. For information about any projects or improvements on State maintained roadways, contact SHA District 1 at 410.677.4050.

City of Salisbury The City of Salisbury's Bicycle and Pedestrian Advisory Committee meets on the second Tuesday of each month. Meetings commence at 6:30 PM in Room 306 of the Government Office Building, 125 N. Division Street, Salisbury, MD 21803. For more information, contact City of Salisbury Public Works 410.548.3170.

Long Range Transportation Plan

Connect 2045

The S/WMPO Council unanimously adopted the update to the Organization's Long Range Transportation Plan, Connect 2045, on November 24, 2015. In addition, federal concurrence for Connect 2045 occurred on January 7, 2016. On November 28, 2017, June 26, 2018, and November 15, 2018, the S/WMPO Council approved amendments to Appendix F of Connect 2045. Connect 2045 will assist with guiding transportation improvements in the region over the next 30 years. This multimodal fiscally constrained plan was developed in conjunction with the Maryland and Delaware Departments of Transportation in accordance with applicable federal guidelines governing the development of transportation plans in Urbanized Areas. Transportation Improvement Program

Per the request of the Delaware Department of Transportation, the following Administrative Modification to the S/WMPOs FY 2019 FY 2022 Transportation Improvement Program (TIP) was processed on Wednesday, May 29, 2019:

Delaware

  1. PP. 36, Delaware Statewide Projects Listing: Statewide Planning and Research / Federal Highway Administration:
    1. The Program Funding estimate has not increased; however, due to additional funding requirements for the Program, a federal obligation of an additional $1,526,565.37 in FY 2019 is needed. The aforementioned federal obligation was advanced from FY 2022; and
    2. The spend will occur in FY 2020.

Unified Planning Work Program

The following amendments to the adopted FY 2020 UPWP were processed as Administrative Modifications on April 11, 2019:

  1. Maryland
  1. Budget increase of $58.00 (FTA = $46.00, State = $6.00, and Local = $6.00) from $157,683.00 to $157,921.00;
  2. Increase of $58.00 to MPO Administration; and
  3. Reprogram $1,000.00 from Scenic Byways Planning to MPO Administration.

On February 13, 2019, the S/WMPO Council voted unanimously to approve Resolution 1-2019 adopting the FY 2020 Unified Planning Work Program (UPWP). The adopted S/WMPO FY 2020 budget is $209,135.00, which is an increase of $6,651 or 3 percent as compared to the original FY 2019 UPWP. Click here to review the adopted FY 2020 UPWP

The S/WMPO Council approved amendments to the adopted FY 2019 Unified Planning Work Program (UPWP) on November 15, 2018. As amended, approximately $320,000.00 of unencumbered funding from FY 2018 was incorporated into the FY 2019 budget. Of which, the Maryland and Delaware portions of the increase accounted for roughly $228,000.00 and $92,000.00, respectively. The total operating budget for FY 2019 increased to $522,203.16. On April 11, 2019, the following Administrative Modifications occurred to the adopted FY 2019 Unified Planning Work Program (UPWP):

  1. Maryland
    1. Budget increased by $3,050.00 (FHWA = $1,884.00, FTA = $556.00, State = $305.00, and Local = $305.00) from $378,762.12 to $381,812.12;
    2. Increased Corridor & Intersection Studies allocation by $3,050.00 from $132,662.12 to $135,712.12.
  2. Delaware
    1. Decreased Transportation Planning Studies by $1,000.00 from $40,000.00 to $39,000.00; and
    2. Increased Market and Front Streets Pedestrian & Traffic Calming Improvements Study by $1,000.00 from $40,000.00 to $41,000.00.

Title VI Plan

As a sub-recipient of federal funding, the SWMPO is required to adopt a Title VI Plan. The intent of Title VI of the Civil Rights Act of 1964 is to ensure No person in the United States shall, on the ground of race, color, or national origin by excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance. On June 26, 2018, the S/WMPO Council adopted the Title VI Plan. Click here to review the adopted S/WMPO Title VI Plan.

Organizational Changes

On February, 27, 2018, the S/WMPO Council unanimously approved the following amendments to the Organization's Prospectus and Bylaws: 1) PP. 15, Article 4 Committees, Section 2: Technical Advisory Committee Increase membership of the TAC from 18 to 19 members; and 2) Add representative from the Salisbury Regional Airport as a voting member of the TAC. On June 1, 2017, the S/WMPO Council approved the following amendments to the Organization's Prospectus and Bylaws: 1) revise confirmation of TAC members and officers for a period of two years (beginning on an odd calendar year); and 2) Vice Chairperson will assume role of Chairperson after serving two year term and contingent upon confirmation by the S/WMPO Council.

On March 22, 2017, the S/WMPO Council approved the following proposed amendments to the Prospectus and Bylaws: 1) Add Delaware Department of Natural Resources and Environmental Control (DNREC) Division of Air Quality as a voting member of the Technical Advisory Committee; and 2) increasing a quorum of the Technical Advisory Committee from 9 to 10 voting members. In response to the revised Urbanized Area boundary for the S/WMPO, amendments to the Organization's Prospectus and Bylaws were unanimously adopted by the Council on November 24, 2015. Substantive amendments, include, but are not limited to increasing representation of voting members on the TAC and Council from jurisdictions and entities in Delaware, as well as establishing quorum(s) and modifying voting procedures.

The S/WMPO Council unanimously adopted the modified Metropolitan Planning Area (MPA) on November 24, 2015. The MPA was delineated using the existing Urbanized Area boundary, as well as the contiguous areas expected to be developed within the 30-year planning horizon of Connect 2045. The MPA represents the area of interest for the S/WMPO to conduct regional transportation planning activities and studies.

Other Business

Federal Highway Functional Classification System

In accordance with applicable Federal regulations, the Federal Highway Functional Classification System update occurs every 10 years. This is a collaborative regional transportation planning effort amongst Federal Highway Administration, Maryland Department of Transportation, Metropolitan Planning Organizations, counties, and cities. The classification system conveys a road segment's current capacity, speed, and relationship to existing land uses. Click here to review adopted updates.
